In order to keep our license to provide water, the Town of Register is required to enact an outdoor watering schedule ordinance that basically states we will comply with the EPD's drought-response watering restrictions. So, on July 1, when Council next meets, we will enact that ordinance and it will become effective immediately.
Currently, our region of the state is in a "Level Two Drought Response" stage, which means:
Odd-numbered addresses may water only on Tuesdays, Thursdays, and Sundays, from midnight to 10:00 a.m.
Even-numbered addresses may water only on Mondays,
Wednesdays, and Saturdays, from midnight to 10:00 a.m.
No one may water on Fridays.
Use of hydrants for any purpose other than firefighting, public health, safety or flushing is prohibited.
Washing hard surfaces, such as streets, gutters, sidewalks and driveways except when necessary for public health and safety is prohibited.
The EPD requires citations or fines be issued for non-compliance, so the Town of Register has opted to go the administrative fine route. Council believes that linking the What this means is the first violation will receive a warning. The second violation incurs a $25 fine which will be added to the water bill.
Third violation merits a $100 fine and the fourth will see a $250 addition to one's water bill. After that, water delivery will be cut off and all reconnect fees will be applicable.
Police officers, code enforcement officers and building inspectors will have the authority to issue fines for ignoring outdoor watering restrictions. Neither maintenance personnel nor town officials will have that authority.
These are not onerous restrictions--think of the poor folks in north Georgia who are living with Level Four Drought Restrictions which mandate NO outdoor watering AND a reduction in indoor water use. We can live with this.
