Mr. Parker, the untrained city manager, has started where he left off when he was on city council - an incompetent whiner.

What in the heck is he babbling about with the fire jazz? Since when does a city manager write a letter to the editor? Doesn't he get enough attention in his job?

The fact is that he or city doesn't want anybody to tell them their wrong or ask any questions. The obvious answer is they don't have to - there clueless.
